The Nigerian Civil Aviation Authority (NCAA) has proposed that air operator’s certificates (AOC) for the West African nation’s scheduled airlines will, in future, be valid for five years compared to the three years currently regulated.
Speaking during online stakeholder engagements, NCAA director-general Musa Nuhu said this was one of several proposed amendments to the Nigerian Civil Aviation Regulations of 2015 (Nig.CAR 2015). He said that AOCs of non-scheduled operators would remain valid for three years. No AOC applicant will also be allowed to advertise airline operations until its AOC is issued, and any advertisements would have to state the AOC number clearly.
In another proposed amendment, from March 31, 2024, only Nigerian AOC holders authorised for scheduled and cargo operations will be allowed to operate wet-leased aircraft and for no longer than six months. New AOC applicants in future will also have to have at least six Nigerian registered aircraft to start scheduled operations, with one Nigerian-registered aircraft for non-scheduled AOC applicants.
